GIS Consultant – PARES School Mapping Project

Scope of Work
To contract a Consultant to create geospatial maps of PARES schools, farmer groups, and vegetable suppliers, and to measure distances between suppliers and target schools.
Introduction:
PARES project is funded by the United States Department of Agriculture Foreign Agricultural Service (USDA) – McGovern Dole Food for Education and Child Nutrition Program, implemented by World Vision International (WVI) for 5 years from October 1st, 2023, to September 30th, 2028. Catholic Relief Services is partnering with WVI to provide technical assistance in the procurement of locally produced fresh produce for school meals. The project is implemented in 157 public primary schools in Milange, Monapo, and Meconta in the provinces of Zambezia and Nampula, serving 83,072 children and 2,000 school staff.
PARES is a school feeding initiative in the provinces of Nampula and Milange with the following objectives.

Improve the quality of literacy education through better-trained and constantly available teachers and administrators and greater access to inclusive literacy materials.
Improve student attendance and attention, reducing hunger in the short term through the provision of a daily school meal and the rehabilitation/construction of kitchens.
Improve student attendance by raising community awareness of the benefits of education, reducing barriers to school attendance, increasing economic incentives through savings and loan groups, and improving school water and sanitation infrastructure.
Improve knowledge of health and hygiene practices and increase knowledge of safe food preparation and storage through training on good health and nutrition practices.
Increase access to clean water and sanitation services through the construction and rehabilitation of boreholes and latrine blocks.
Increase access to preventive health interventions by supporting student deworming.
Improve the use of nutritious and culturally acceptable food that meets quality standards by developing partnerships with farmer groups to provide vegetables to the schools.

Objective:
To improve operational efficiencies, support sustainability and project delivery by:
▪ Measuring distances between schools, farmer groups, suppliers, and warehouses
▪ Preparing geospatial maps showing these locations and linkages
▪ Producing an analytical report summarizing findings and implications for distribution planning
▪ Road condition and access (rain vs dry season) as this impact delivery time / car hours
The Consultant deliverables will be instrumental in optimizing school deliveries, improving supply chain efficiency, and supporting PARES program objectives while contributing to sustainability when the project is transitioned to the local government.
Operational Scope and Coverage:
Milange district: 100 schools, 36 farmers groups and 2 warehouses.
Monapo and Meconta districts: 35 and 22 schools, 38 farmer groups and a shared warehouse.
Key Activities:
The Consultant will undertake the following key activities:

Take coordinates of all the 74 Associations working with the Project, 3 project warehouses, 3 project offices, and 15 current suppliers of vegetables.
Use coordinates of the 157 schools and map them on a hit map (coordinates already exist, to be provided by CRS).
Map the associations sites, warehouses and school coordinates to produce a hit map.
Provide the distances between the locations. Using GPS and GIS and other relevant tools.
Provide a road access assessment for each target school, detailing seasonal conditions (rainy and dry), accessibility risks, and suitable vehicle types or size limitations for delivery.

Deliverables:
The Consultant will deliver the following:

A comprehensive hit-map that shows the location of all schools, farmers associations, warehouses, current vegetable suppliers and project offices outlining school names, location, district, province and other relevant details.
Debrief key findings and recommendations to the PARES/CRS leadership team
A detailed report that includes:

a) A summary of the distance measurements between schools and warehouses; schools and farmer associations, schools and current perishable produce suppliers
b) Road assessment findings and recommendations
c) A description of the tools and methodologies used to measure distance.
d) An analysis of the distance data and any trends or patterns observed.
e) Recommendations for optimizing deliveries to schools based on distance measurements.
f) A conclusion that summarizes the findings and recommendations.

Produce six (6) color roll-up maps visualizing collected data: three (3) for Monapo/Meconta districts and three (3) for Milange District

Timeline:
The total execution period should not be more than 8 calendar weeks from the date of signing the contract, including a week for review by CRS and any modifications as required.
The Consultant will be engaged for a period of eight weeks, starting from the date of signing the contract.
• 1st week field orientation and in-brief with CRS representative to ensure consensus.
• 2nd – 5th week, data collection.
• 6th week, data processing and map drawing, distance calculations and map printing.
• 7th week – Debrief of key findings and recommendations and maps review (PARES /CRS).
• 8th week, any corrections from the consultant.
Budget:
The budget for this service agreement will be determined through negotiation between the Consultant and CRS.
Reporting:
The Consultant will liaise with the PARES/CRS designated point of contact (Senior LRP Specialist) on an as needed basis and conduct bi-weekly virtual and/or in-person meetings to provide progress updates to the PARES/CRS team, including status, emerging issues, and clearly defined, actionable steps to address identified challenges.
Qualifications and experience.

At least an advanced degree in Environmental Science, GIS and Remote Sensing, Land Survey, or any related field.
Proven practical experience of similar work in the Mozambican context, with the ability to provide evidence of success.
Experience working in Zambezia and Nampula Provinces is required.
